ICAO has mandated the introduction of a Safety Management System (SMS) in all aviation organisations. The requirements are being introduced in national legislations all around the world. In Europe, the requirements are for most organisations laid down in EASA OPS, which will become applicable from April 8, 2012.

The introduction of SMS will require additional resources in most organisations. To utilize these resources not only in an effective way but also in a way that benefits your organisation, it’s imperative to fully understand the requirements stipulated and the tools available.

Who has to implement an SMS?
All organisations that must comply with EASA OPS have to implement an SMS. This includes the following organisations:

  • Airlines/commercial operators
  • Operators of complex aircraft (e.g. business jet operators)
  • Pilot training organisations
  • Aero-medical centers

Other applicable organisations that are included in the Basic Regulation (Regulation (EC) No 216/2008) but for which SMS is regulated elsewhere include:

  • Aerodromes
  • ATM/ANS
  • Design, production and maintenance organisations

Is SMS just a new name for the Accident Prevention and Flight Safety Program in e.g. EU-OPS?
No. It’s not even just a systemised way of managing the “safety modules” from the accident prevention and flight safety program, which more or less only required Flight Data Monitoring (FDM) and a reporting system. An SMS introduces significant parts that were previously not required.

What are the differences between the SMS requirements and the requirements for the accident prevention and flight safety program?
In general, these are the differences that are required in an SMS:

  • A clear and direct safety accountability of the accountable manager with consequences in personal liability
  • A defined safety policy endorsed by the accountable manager
  • A requirement to have a Safety Manager
  • The introduction of a Safety Review Board
  • Active and systematic hazard analysis, risk assessment and risk mitigation
  • Introduction of Safety Action Groups
  • Management of change
  • Continuous improvement with regard to safety
  • Emergency Response Plan (ERP)
  • Safety training of all personnel
  • Safety communication
  • Introduction of a Safety Management Manual (SMM)
