In response to the events in October 2010 and the risk of explosive devices being introduced in the supply chain, the EU Commission reviewed its aviation legislation to ensure a more secure transit of cargo and mail into the EU from non-EU countries. For this reason the implementing rule (EU) No 2015/1998 was adopted for including the security of incoming air cargo and mail. Every air carrier flying cargo and mail into the EU from non-EU countries has to ensure that certain standards for security are met prior to the loading of an aircraft bound for the EU and that they are designated as an “Air Cargo or Mail Carrier operating into the Union from a Third Country Airport” (ACC3). ACC3 designation will only be valid upon a successful EU Aviation Security Validation performed by an Independent Validator accredited by an EU Member State.
