Over the last 20 years, aviation rules and regulations have changed and evolved with the
introduction of many new concepts and methodologies. The industry has taken new
approaches towards safety oversight with the emergence of different technologies and
business models. Today, safety oversight is not only a matter for the States (signatory of
ICAO Chicago Convention), but air operators alike need to know, understand, contribute and
actively participate in its processes. Considering the current resource scarcity and continued
growth in all sectors of the industry, the relevant stakeholders are being called upon to
respond to these compelling challenges.


The use of risk-based oversight recognises that not all enterprises are the same, or created
equally, and allows the allocation of resources more effectively using informed judgements
concerning risk. In doing that, all aviation stakeholders will need to plan, select and train their
personnel for new competencies. The future of aviation safety will see the cascading down of
safety strategies & plans from the global level to regional and then to national, while
considering the particularities of different cultures and places, with the aim to achieve zero
fatalities


Objectives

Participants will understand what safety oversight means, as well as the framework, strategies and methodologies to achieve a risk-based oversight program within States and operators. This will help to drive an improvement in safety within the aviation system as well as the required interfaces between Civil Aviation Authorities' SSP and operators' SMS safety assurance processes.
